      All TVs made in the last few years must have closed-captioned decoders. Older TVs may not have that, and I’m not sure that you can get an external device for that purpose. Nearly all stations broadcast closed captions. If you get digital cable, the closed caption decoder will be part of the cable box. If you get a tuner to receive digital broadcast television, the decoder will be in that tuner. The only other way to get it (if your TV is old and doesn’t include closed captions) is to get a new TV. Once you set the menu option for closed captions "ON", they will appear whenever they are broadcast.

      To make them all closed captioned you mean?
      Try contacting a government agency, they can probably steer you to the right place.
      If you have a fairly new tv, have you gone into the menu and toggled on the closed captioning? Then the shows that have it will display it.
